This bug is filed to cover exploring adding telemetry data to help us understand Firefox's energy usage and how it improves or degrades over time. The main concern is battery use in laptops. We know that battery performance will vary across machines and operating systems and that other running applications affect energy usage, but we may be able to get a useful signal by tracking discharge rate.

The (now deprecated) support for the battery status API in Gecko should be useful as a reference for the OS power API's available.
