Entering multiple users in the 'Request information from:' field in the new bug form are getting dropped when bug is created

When I entered the details for bug 1725114, I put 4 users (yes, don't ask) into the 'Request information from:' field. When the bug got created, these needinfo requests were missing. Hitting the Back button in the browser showed them in the field from which I copied them and pasted them into the needinfo field of the new bug and submitted them again, this time successfully.

I believe this also hit with a single user in bug 1726562.
