Steps to reproduce:
Install add-on that implements a toolbar button with popup menu via default_popup and click the toolbar button.
Actual results:
Menu window opens but is all white with no menu content is visible.
Expected results:
A menu window should display with the menu content visible.

I have confirmed that this bug is present in multiple add-ons that use browser_action default_popup, including the webextensions example, beastify.
