User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:91.0) Gecko/20100101 Firefox/91.0

Steps to reproduce:

  1. Ensure "Restore previous session is enabled"
  2. Open two tabs with Wikipedia and browse to some articles in them
  3. Close Firefox with Ctrl + Q

Actual results:

On next startup tabs are not restored. "History -> Recently closed windows" is greyed out and cannot be clicked/open.

Expected results:

Tabs should've restored on startup and "History -> Recently closed windows" should be clickable.
