Steps to reproduce:

Reload tab context menu should be removed when only 1 tab is selected

Expected results:

"Reload tabs" context menu need to be removed and should appear only when multiple tabs are selected or the reload button is removed by the user.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
