"Send tab to device" is very slow after waking up PC from sleep/hibernation

Steps to reproduce:
Using 2 devices signed it into same account.
- put one device to sleep
- use second device to send tab to the first device
- wake up the first device and measure how long it takes to receive the send tab
Actual results:
It can take 23 minutes (!!!) to receive the tab, even if it was send yesterday.
It can be less, but probably also more.
Expected results:
After waking up PC, it should sync right away, with 0 minutes delay.
This bug a bit random but if you use this feature often, you notice it a lot.
I guess the problem may be missing internet access few seconds after PC wakes up from sleep. However the common approach in such cases is simply retry with longer and longer delay (Google chat used to do that if you went offline).

The Bugbug bot thinks this bug should belong to the 'Firefox::Sync' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
My tabs have suddenly stopped syncing across devices since last week as well, whether or not both devices are turned on.
PC version: 91.0.1 (64 bits)
iOS version: 36.0 (5732)

Confirmed here too. I've noticed it can sometimes take hours before a tab on my LineageOS Firefox on Android sends a tab to Arch Firefox in Linux.

Hey Juraj,
I tried reproducing this issue on the latest versions of Firefox Nightly 93.0a1 (08-18-2021), beta 92.0b5 and release 91.0.1 following your steps from an iPhone to a Windows 10 PC and the tabs were received instantly.
Can you test the issue while in Safe Mode? You can find helpful info here : https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode .
Also a fresh new profile could help. You can find more about creating a new profile here : https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile .
If possible, you can test this issue on the nightly build as well. Download the build from : https://www.mozilla.org/en-US/firefox/nightly/all/ .
Something may have been fixed on Mozilla's end today. I can finally view, send and receive synced tabs across devices again. Thanks.
