Steps to reproduce:

Have KDE NEON 5.22.3 (Ubuntu 20.04 + KDE Plasma 5.22)

Install Thunderbird v91.0.1 from release tarball at https://www.thunderbird.net/en-US/download/

setup a mail account
Actual results:
all dates in mail and calendar are in 24-hour format
Expected results:
all dates and time should be in system locale: en_US.UTF8 (12-hour time)
