Details

Build: 2002/09/10, OS: WinXP. This bug has been around for a very long time. 1. select the address bar with mouse or simply Ctrl + L 2. press Alt + Down Arrow Key -- to drop down url history 3. ensure there are more than 10 entries in there so that the scroll bar appears. 4. try and move the scrollbar with the mouse... it doesn't respond. 5. try clicking anywhere in the window to get rid of the history -- doesn't work. remember, it's only un-responsive when navigating with the keyboard. If the list was dropped using mouse, then it would be fine. you can get rid of the address bar's history by clicking twice on the url bar's drop-down box (first click re-opens it, i think).
