It doesn't use Layers, so it should inherit from WindowRenderer directly (and then we can be close to removing LayerManager).
It definitely implements some of the non-Layers specific API though, and some consumers are accessing it that way, so we need to audit and move those to WindowRenderer (or dynamic cast to WebRenderLayerManager and access statically).
