When the top window is zoomed on Mac OS X, and a new window is created, the new window is drawn, destroyed, and redrawn maximized. This is distracting. New windows should be initially drawn the with right size and position, (possibly after adjusting to fit onscreen, per Bug 141912).

Confirmed using FizzillaMach/2003021203. 1. Open a Navigator window 2. Zoom to maximize it 3. Open another new Navigator window Expected results: Window draws maximized. Actual results: Window draws unmaximized, then quickly draws maximized.

This is one of those bugs that fixing would really make us look a lot better on Mac. If the effort to fix this isn't large, let's try to get it for 0.7. Camino doesn't suffer from this problem.
