Details
On Mozilla 1.1/OS/2 (20020827) moving the mouse over the sidebar shifts sidebar
contents up and down one pixel or so.
It looks like the highlighting of the sidebar tab that is currently under the
mouse pointer creates an image one pixel or so higher than the normal (not
highlighted) image, thereby shifting sidebar contents vertically.
Btw. this causes considerable CPU load (according to Warpcenter about 30 percent
on a Celeron 366).

Sorry, forget to tell: This happens only with the Modern theme.
i'vebeen seeing this for a long time on win-xp. Here, it's when the horisontal
underline appears on mouseover that the movement happens. I didn't see this
untill i changed UI font in XP to Arial. I think i've seen this reported before
resolving as duplicate of the bug 116268
