Details

On Mozilla 1.1 for OS/2 (20020824), all the letters start to jiggle when you
markup some text in the browser window.

This seems font related. It happens with the Courier font used within this very
Bugzilla text input window, but it does not happen with the Courier I used on
http://www.aktionsgruppe.de.

There it also happens with the Helvetica in the headlines. Times is only
affected in the small variant used in the credits at the bottom of the main
window, but not in the standard text. Also the standard font of Bugzilla is
unaffected.

The standard font of Mozila's mailer is also affected. The font in the URL
window is not affected...
This is a permanent restriction because of the way fonts are computed on OS/2.

It does not force characters to a pixel boundary.

Early Versions of Star Office had the same problem, but Star Division did manage
to fix it. So there is a way. I do not remember how they did it, but a solution
might be to cache the render results of one line of text. During markup the text
doesn't change so it does not need to be re-rendered. This would also lower CPU
load.
