Bug 1712837 will do the bulk of the work to implement ipcclientcerts. However, as a follow-up, this bug will ensure the implementation can find the issuers of client certificates as well, so that NSS will have them available for the purposes of the TLS handshake. Actually, I think I was just confused - the implementation should already handle this.
