Bug 1728453 (and we've seen other similar cases) demonstrates that there is a lack of interop between Chrome and Firefox regarding text-underline-offset: Chrome measures the offset (when text-underline-position is auto) from the wrong place.

The spec is quite clear about how this is supposed to work, and Firefox conforms to it; Chrome's behavior is incorrect (https://bugs.chromium.org/p/chromium/issues/detail?id=1172623).

There doesn't appear to be an existing WPT test that catches this issue. So we should create a test that explicitly exercises this, so that we can refer to it from the relevant Chrome and webcompat issues.
