1729059 - Fix the reference file for WPT test text-decoration-thickness-ink-skip-dilation.html

wpt.fyi indicates that this test fails, and our in-tree metadata has it failing except on Linux. However, checking the screenshots shows that it is actually "passing" in terms of the tested behavior; the failure occurs because the testcase renders two overlapping copies of the text, but the reference file only renders it once. As a result, if the text is being antialiased, the partially-transparent pixels around the glyph edges are darker (because double-painted) in the test than in the reference.

So if we fix the reference file such that it also paints the text twice, this spurious failure should clear up.
