Details
Firefox Suggest should be disabled for users who have opted out of data collection [1], at least in the online scenario. I've asked for clarification if that should apply to offline too.
[1] The checkbox in about:preferences#privacy labeled "Allow Firefox to send technical and interaction data to Mozilla"

After discussing this with Nan and Natalie, we don't need to do this. For the offline and online scenarios, the only data sent from Firefox to Mozilla is telemetry. Telemetry is automatically disabled when the user opts out of data collection.
