Dragging tabs over webcam canvas causes tab bar to freeze

Steps to reproduce:
- Go to https://.webcamtests.com (or any website that displays your webcam on the page, such as Google Meet)
- Accept webcam permission
--You should now see yourself from your webcam on the page - Open a new browser window and move it to the side, so that you can see both the new window and the window with the webcam website.
- From the tab bar, drag the webcam website tab outside of the bar, so that your mouse moves over the video from the webcam, then try to drop the tab in the another window's tab bar. In other word, try to move the webcam website tab from its window to the other window.
Actual results:
The tab was not correctly moved to the other window. More importantly, the tab bar is now in an unstable state:
- You can't move tabs anymore
- you can't click in the URL bar
- you can't close the tab by clicking the X button in the tab
The only way to recover your ability to move tabs is to completely close Firefox and restart it.
Expected results:
The tab with the webcam view can be moved freely by dragging it to another window, without causing freezes in the tab bar.
Reproduction rate: 100%
Note: This bug has been around for a long time. At least since April 2020.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I have tried to reproduce the issue on Windows 10, on Firefox Nightly 94.0a1 (2021-09-08) (64-bit) and Release 88.0.1 (64-bit) versions, but I was unable to reproduce it. Following the steps, camera and tab worked without problems after being moved from window to window.
Could you answer the following questions in order to further investigate this issue?
- Does this issue happen with a new profile? Here is a link on how to create a new profile: https://support.mozilla.org/en-US/kb/profile-manager-create-remove-switch-firefox-profiles
Can you test the issue while in Safe Mode (Safe Mode disables add-ons, extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems). Are you using any addons? If so, please list them. Please, can you go to Help -> More Troubleshooting Information and copy at least the "Add-ons" information into an attachment here?
If you are still able to reproduce it, please, share further information with us, like screen recording, or more specific steps.
