1729863 - open other profile require to cancel the downloads on the current one

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:91.0) Gecko/20100101 Firefox/91.0

Steps to reproduce:

using firefox 92 on rocky linux 8.4 installed by downloading it from https://www.mozilla.org/en-US/firefox/all/#product-desktop-release

1. get at least 2 profiles
2. open one profiles then download a file
3. while the file still downloading go to about:profiles page and try to open the other profile in new window

Actual results:

firefox warn me that there a current download and it say if you exit now 1 download will be canceled are you sure you want to exit and i get 2 option don't exist or cancel 1 download
i am not tying to close the current profile i just opening a new one

Expected results:

it should open the other profile in new window with out any affect on the current profile

i just tried to choose to cancel the 1 download button and it open the new profile without canceling the downloads
i guess display the warning is the bug
