Steps to reproduce:

(1) Open GOOGLE browser and search anything from the Search Bar
(2) Now, scroll the result page a little and press 'Settings' button from top.
(3) After that, scroll the page in upwards direction, you will find that the result of settings doesn't come upwards.

Actual results:

The settings result should also come upwards as it is position sticky from CSS.

Expected results:

Instead it just sticks at the place we opened it and never comes upward. But when we scroll downwards, it is working good.

The Bugbug bot thinks this bug should belong to the 'Firefox::Preferences' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Issue is also reproducible with Chrome, Edge and Safari so it's a site issue.
