172988 - Bookmark toolbar links load in wrong window

In build 2002100604 I have four windows open (stacked). I went to google then I
selected an item from one of the folders in my bookmark toolbar. I noticed that
the page didn't change and I did this with another link. Then when I checked the
window I saw that one of the rear windows had changed. No tabs were open in any
windows and all default settings were used.

i've seen this exactly once, where loading a link would load in another window.
we must be confused when we ask for the frontmost browser window.

I can't reproduce this. The only thing I can think I was doing before this happened was 
trying to drag folders in the bookmark toolbar w/ the command key held down (I know, it 
doesn't work...just instinct) before this happened. But when I clicked on these (any) 
bookmarks in the toolbar it always opened in the same window.

Maybe this was another case of a window opened with "target="?

marking wfm --but reopen if you can repro this again with a recent build and
specific test case (eg, specific link).
