This is primarily for an experiment, and the initial step for this is going to be to prototype it to get some UX feedback.
But the basic idea is going to be have a load more button under a set number of rows of cards, that when clicked new stories are displayed under the previous ones.

DATA COLLECTION REVIEW RESPONSE:
Is there or will there be documentation that describes the schema for the ultimate data set in a public, complete, and accurate way?
https://phabricator.services.mozilla.com/D125631
It will eventually live here:
https://firefox-source-docs.mozilla.org/browser/components/newtab/docs/v2-system-addon/data_events.html#basic-shape
Is there a control mechanism that allows the user to turn the data collection on and off? (Note, for data collection not needed for security purposes, Mozilla provides such a control mechanism) Provide details as to the control mechanism available.
Yes. Users can opt-out the data collection by disabling the Firefox telemetry.
If the request is for permanent data collection, is there someone who will monitor the data over time?
Yes, Kirill Demtchouk (kirill@getpocket.com) and Scott Downe (scott@getpocket.com) will be monitoring those metrics.
Using the category system of data types on the Mozilla wiki, what collection type of data do the requested measurements fall under?
These bug falls under Category 2.
Is the data collection request for default-on or default-off?
Default on for all channels and countries/locales.
Does the instrumentation include the addition of any new identifiers (whether anonymous or otherwise; e.g., username, random IDs, etc. See the appendix for more details)?
No.
Is the data collection covered by the existing Firefox privacy notice?
Yes.
Does there need to be a check-in in the future to determine whether to renew the data?
No. This collection is permanent.
Does the data collection use a third-party collection tool?
No.

Steps to test:
- Set the pref browser.newtabpage.activity-stream.discoverystream.compactLayout.enabled to true
- Set the pref browser.newtabpage.activity-stream.discoverystream.loadMore.enabled to true
- Set the pref browser.newtabpage.activity-stream.discoverystream.lastCardMessage.enabled to true
4 Load a new tab - Expected: should see a load more button 3 rows of cards down.
- Click load more
- Expected: 3 more rows of cards should be available now.
- Expected: the final card should be a "you are all caught up" message card.
