173002 - double clicking template/draft should open mesage in composer not view window

Description:
After saving a new message composition as a Template/Draft, double-clicking on
one of these messages should open the message for editing/sending, not simply
opening it for viewing in a new window.

Opening for editing was the NS4.x behaviour and is the desired method of operation.

I've since determiend this only applies to messages that are in the "Local
Folders" group.

Fused: I just tried to replicate this bug with 1.3 and 1.4b, and it appears to 
be working to me.  Do you still see the symptom?

No, I am no longer seeing this with 1.4b, as with bug 173003 an enhancement or
bugfix from another bug I was reading seems to have been the solution.

Previously the message did not store any information about the account it was
created with, so if it was in the Local Folders group, it had no way of
determining which account created it. Which seemingly caused the behavious seen
in these two bugs I filed.

Marking INVALID.
