The captured-stack section on about:telemetry is only shown if there are payloads with payload.processes.parent.capturedStacks.
However, I don't see any code which produces capturedStacks payloads so I think this is dead code.

Captured Stacks were removed, oh, ages ago.
Also, while we're here, point at the new symbolication server.
