Sync web-platform-tests PR 30630 into mozilla-central (this bug is closed when the sync is complete).

Original patches:
The original patches were reverted due to a memory leak. I re-ran the
memory leak test and got these two results for the original patches:
- https://pinpoint-dot-chromeperf.appspot.com/job/15579b94b20000
- https://pinpoint-dot-chromeperf.appspot.com/job/14e7dd74b20000
For the blink_gc:effective_size metric, these tests got +1.1% and +1.6%
memory usage.I removed a MakeGarbageCollected and re-ran the test here:

This time it got +0.4%, which is better than the 1.1 and 1.6%. Hopefully
