With EGL enabled by default (bug 1695933) and the biggest blocker, bug 1635186, apparently not being reproducible anymore, lets finally enable HW-WR on Xwayland by default.

Landing this now. The main blocker I currently see is bug 1731172 for NV. However, Wayland setups on NV need to have NVreg_PreserveVideoMemoryAllocations set up properly anyways, so no need to block on it. In case we need to postpone EGL roleout on NV, which currently seems likely, we should thus still allow it on EGL Xwayland.
