Steps to reproduce:
I had a lot of tabs open.
Actual results:
Was unable to access the downloads button. "Display the progress of ongoing downloads CTRL+J" as it says.
I was unable to click on it, and had to go to the sidebar menu to manually click on the downloads menu.
Expected results:
Downloads appear.

The Bugbug bot thinks this bug should belong to the 'Firefox::Downloads Panel' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Does the problem still happen if you start Firefox in Safe Mode? (Safe Mode disables add-ons, extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems.)
