Overview Description:

When I start a new messag from the browser or using the "-composer" parametr, or
from messenger (nothing selected), a plain text compose editor always get
launch.  It appears that it fails to check the prefs.js for the "compose_html"
value.  You do not see the problem in Messenger if I have selected a mail
folder/server before starting a new message.

Steps to Reproduce:
0) Delete my previous mozilla registry and user profile
1) Launch seamonkey directly into Messenger using the "-mail" parameter
   The profile wizard appears.
2) Click on the next button
3) Enter a profile name or choose the default name "mozprofile" then click on
the finish button
   Messenger should lanuch and the mail profile wizard should appear
4) Follow the profile wizard and configure a profile for POP.
   Messenger should list your "local mail" and "nsmail-2" server icon and name
5) Do not select any folder/server yet.  Click on the new message button
   A plain text mail compose window appears
6) Now select "nsmail-2" to highlight
7) Click on a new message button
   A HTML mail compose window appears


Actual Results:
 If you don't have a mail folder/server selected when you start a new mail
message, the plain text compose window always appears.

Expected Results:
 Seamonkey should always read the preference in the prefs.js.  If the user pref
 user_prefs("mail.identity.id2.compose_html", true);
 is missing, it is assued that the default setting for this pref is true.

Additional Information:
 The problem still persists even if I explicitly type in the user pref for
compose_html and set it to true.

 This bug was confusing because I normally I always open my inbox before a start
a new mail message (force of habit).
