+++ This bug was initially created as a clone of Bug #1708673 +++
The fix in bug 1708673 created a perf regression - bug 1718267.
We fixed it by flipping the pref, but the previous bug is still there.
This issue aims to flip the pref back on making sure there's no perf regression.
