This bug is to track redesigning the OpenPGP key manager and moving it into a tab instead of a separate dialog.

Related to bug 1662282, but in that bug we weren't considering moving it into a tab.
Should we close that bug as duplicate of this or viceversa? Or do they make sense to remain separate?

Perhaps we can focus on moving to a tab in this one, and the design changes in bug 1662282, to split stuff up.
