1731631 - classify failures with open bugs instead of duplicate bugs whose summaries match the failure lines

Failures should be classified with open bugs instead of duplicate bugs whose summaries match the failure lines.

Example:
Bug A has summary "ABC".
Bug B has summary "BCD".
Bug B is a duplicate of Bug A.
Failure line is "BCD".

Bug B will be suggested and it's understandable for the Treeherder user by it gets suggested. 'Picking' the bug for classification should classify it with Bug A instead.

Once a bug gets set as duplicate, its existing classifications should be switched to the bug against which it got set as duplicate.
