browser-doctype.inc has been removed from browser.xhtml and we should try to remove it from all other places which reference it and eventually remove it all.

It may be that we'll want to take it in couple steps:

  1. Check if anything needs places.dtd to be in browser-doctype.inc and remove it from there
  2. Check which documents still need browser-doctype.inc and remove it from the ones that don't
  3. Migrate anything that still needs browser.dtd (bug 1730953) or places.dtd (bug 1731684) and eventually remove browser-doctype.inc
