Inconsistent mouse wheel scrolling of contentarea when pull-downs are displayed, such as toolbutton and menubar.

Steps To Reproduce:

  1. Open long webpage
  2. Open menupopup/arrow panel from Menubar/Toolbutton
  3. Try to scroll the contents area with mouse wheel

Acrtual Results:

Unable to scroll:
Menubar menpopup, Bookmarks toolbar folder/chevron menupopup, Session history pulldown, Multi-Containers menu, Bookmarks widget toolbutton, Contextmenu.

Able to scroll:
History widget toolbutton, Site Identify toolbutton, Pocket toolbutton, Overflow menu, Hamburger Menu, Edit Bookmarks, Download panel.

Expected Results:
The behavior should be consistent.
