When a Chinese mail is sent in Simplified Chinese (HZ) encoding, the mail body
is displayed as garbled. This is a regression from Netscape 7.0

Steps to reproduce:
1. Compose a Simplified Chinese mail with mail body containing Chinese characters.
2. Send it out to yourself in Simplified Chinese (HZ) encoding.
3. After the mail is received, observe the mail body part, it's garbled.

We don't support Simplified Chinese (HZ) encoding iirc after all these years -- only GB2312 (most common), GB18030 and Big5 for Traditional Chinese are available in the Compose window under Options -> Character Encoding.

-> Invalid, not a bug anymore.

Actually we do support HZ encoding. It's not in the Character Encoding menu, but it can be added with the Customize option.

The good news is sending mail in HZ encoding is now almost[1] WORKSFORME (tested in TB 3.0b2). This is almost certainly a dupe of bug 367026.
