Linux 2002100705. I have:
  user_pref("accessibility.tabfocus", 3);
set which may affect this.

Load: http://uptime.netcraft.com/up/graph/
hit tab, you're at text input
hit tab, you're at "Examine" button
hit tab, you're at another text input

scrolling is fine thus far.

hit shift-tab. Moz scrolls back up so "Examine" button is at the top of the
screen. hit shift-tab. Moz does not scroll... unable to see what's selected
(presumably the first text input)
.
