"missing output line for total leaks" should make the job fail

As noted by Cosmin in bug 1560096 comment 91, the failure "TEST-UNEXPECTED-FAIL | leakcheck | tab missing output line for total leaks!" doesn't seem to turn the job orange when it fails, though it does show up if you look at the log viewer for the job. The combination of these two things means that we have a number of permanent failures of this check which end up showing up as intermittent failures when something else fails in the job.
Once the various other bugs that block bug 1560096 are fixed, it would be good if this was changed so that it actually causes the job to turn orange so we don't regress this. In this particular case, the failures are just minor issues with the tests, but in general this failure can mean that leak checking is not working, so we want to catch it.

For what it is worth, when running a test locally, it showed up as FAIL, but in green, like a pass.
