1733397 - Pop-up menus disappear, don't stay open

Steps to reproduce:

Go to a point in the UI that has a pop-up menu of some sort (there are many throughout the program). The one I specifically tested in the new v91 Tbird was Calendar -> Event Edit -> Alarm.

Actual results:

• Click once on the input area (doesn't seem to matter if it's in the content area or over the triangle graphic).
• Menu shows up briefly, then closes
• Can happen repeatedly (with subsequent single clicks), and then one time it stops - it remains open.

Expected results:

• Click once on the input area
• Menu shows and stays open

better with 91.3.0?

No, doesn't appear to be better with v91.3. For example, when composing an new email and I want to change the 'From' account, the pop-up menu will pop-up and then disappear 8 out of 10 times.
