Steps to reproduce

1. OS and Firefox set to dark theme;
2. Launch Firefox and click on the Import Bookmarks button(can trigger by any other method as well -- Import from other browser);

Expected result

• panel is in dark theme schema;

Actual result

• bottom part of panel is in light theme;

Additional notes

• looking at bug 1733354 from the pushlog, this might be a side-effect of work still to be done; so marking this as an enhancement;
• attached screenshot to illustrate the suggestion.
