I found this while running the tool from bug 1733921. Apparently bug 1616994 stopped including layout/reftests/backgrounds, but there's still a bunch of reftests there, I think it was unintentional?

Probably https://hg.mozilla.org/mozilla-central/rev/c93553460bfd didn't
intend to disable all the other background reftests.

Possibly needs some tweaks in the fuzz values, we'll see.
