This is typically when the logins manager is failing to initialize - eg, bug 1313985, or logins.json being corrupt (although I think that's handled these days), or anything causing TypeError: Services.logins is undefined errors.
Can you please see if there are any error messages in the browser console? https://developer.mozilla.org/en-US/docs/Tools/Browser_Console has some information in this which might be helpful (or https://developer.mozilla.org/ja/docs/Tools/Browser_Console for the Japanese version)
