Pop up menus for downloads/extensions are too small when opened in certain window configuration

Steps to reproduce:
Snap window to bottom half of vertical monitor. open any pop out menu such as downloads.
Actual results:
The pop out menu window is too small and does not display the full menu, i.e. downloads shows the "show all downloads" button but the downloads list is inaccessible, lastpass shows it's search bar but not the rest of the menu below it.
Expected results:
The normal size pop out menu window should open to display the full menu.

The Bugbug bot thinks this bug should belong to the 'Firefox::Downloads Panel' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I could not reproduce this issue on my Windows 10 x64 (previously changed the display orientation to portrait flipped) using the latest Nightly 95.0a1 - the size of the downloads panel is not affected.
Zac, to make sure that some of the already installed add-ons or even some changed settings are not the culprits here, could you please confirm whether you reproduce this issue using Firefox in safe mode or with a new profile?

Confirmed the issue does not happen in safe mode,. However in re-enabling extensions one by one I've discovered that the behavior does not seem to be tied to a specific extension but in having extensions enabled/the number of extensions. With no extensions enabled all of the menus that appear in that row are normal. With any single extension enabled the downloads pop out becomes too small again.
Oddly it seems that whatever the rightmost three items are all have their full size pop outs, but any items to the left of three have the shortened pop out window. So right now I have 3 extensions enabled: the downloads, view history, and account pop outs are all appearing in the same shortened way. All of the effected menus appear to have the same max height, width is unaffected.
I will note I'm experiencing this issue on a high DPI (3840x2160) display, I have attempted and been unable to replicate the issue on a 1080p monitor, the issue also did not appear when I set my own monitors resolution to 1920x1080.

This is strange, I have a few add-ons installed, but for me the menu just opens towards up if there's not enough space. I couldn't find a way to make it open like this, so far. How many downloads are listed in your panel?
Could you please check if other menus (like the main menu on the right or other buttons you can customize in) show the same problem?
Could you please attach, using the Attach file button here, a copy of the text from about:support?

Apologies, did not see the previous reply until now.
To reiterate: This is happening specifically on vertical 3840X2160px panel. Easiest way to replicate is to have a 4K vertical monitor and use windows snapping to fill the bottom half of the monitor. This effects every menu except for the leftmost 4. So the main menu is fine, then the next three menus (all extensions for me) are fine, all menus that are further leftward are truncated. As you can see in the screenshot above I can not even see the first download in it's entirety.

It sounds like problem specific to certain screen sizes, it may be either a but in panels code or a screen manager bug.
Moving to Menus for now, may be toolkit / XUL Widgets too.

I'm inclined to think this is a layout bug somewhere in the XUL / XULPopupManager stack. Moving to Toolkit :: XUL Widgets.

I was unable to reproduce this on my 4k monitor in portrait mode at various UI scaling settings. I wasn't able to get window snapping to work on the bottom half though, Windows only seemed to give fullscreen and half left/right options for me if that's what you were using.
