Steps to reproduce:

1. Watch youtube vtuber livestream on youtube like https://www.youtube.com/watch?v=RtJotDjRfHE
2. Black flicker periodically happens

Actual results:

Periodic black flickers on video. This occurs in release and nightly. Example of black flicker: https://streamable.com/obbhhk
Also occurs in picture-in-picture mode and full screen.

Expected results:

No flickers should occur when watching video in any form.

I can also reproduce the black flicker with this video in Nightly95.0a1 and Chrome Dev97.0.4681.4 Windows10.
