173541 - Can not delete surrogate characters properly.

Splitted from bug 122584.

Build: 10-09 trunk build on WinXP and Mac 10.1.5.

Steps to reproduce:
1. Find some page that has surrogate characters, e.g.:
http://warp.mcom.com/u/ftang/utf8test/gb18030.cgi?page=10
in plane 2.
2. Copy/Paste surrogate character(s) into Composer window.
3. Press backspace key to delete.

Actual result:
When press backspace once, one "?" appears, then press backspace again, the
surrogate character will be deleted completely. Looks like the surrogate
character will be splitted into two part.

Expected result:
One surrogate character will be deleted completely one time like other double
byte characters.
