Sponsored topsites image flicker as being refreshed or refetched when refreshing the NTP.

[Steps:]

1. Profile with set region to sponsored available (e.g.: US) with vpn to match it.
2. Open new tab page.
3. Refresh the NTP.

[Actual Result:]

In the e.g. case: US region: the amazon and ebay are the sponsored tiles and their tile images flicker as being refreshed, although there shouldn't be any reason for doing so.

[Expected Result:]

The sponsored tiles should behave as the normal tiles, NTP refresh should not trigger tile refresh/refetch.
