1736449 - Tab bar overflow buttons don't go away as expected

This is a little hard to explain in words. Can post a video if needed.

STR

1. Open just enough tabs so that the tab bar overflow buttons don't appear (for my screen: for a browser with an window.innerWidth value of 1676 and a browser.tabs.tabMinWidth value of 76, this happens when I have 15 tabs open).
2. Open 1 new tab so that the tab overflow buttons appear (I now have 16 tabs).
3. Close that tab (back to 15 tabs).
4. Note that the overflow buttons don't go away.

Actual

The overflow buttons don't go away. I need to close 1 more tab (so that I have 14 tabs) for them to go away.

Expected

I expect the overflow buttons to disappear as soon as I reach 15 tabs again.
