Per conversation on Slack:

• The languages will be the same as Firefox PN/ToS
• Klar is used for German, and there is no longer a separate file for it. Same source content as English for the other locales.

I think there's an open question on what should happen to the stand-alone Klar PN?

Was en-DE just for Klar?

If there's nothing in the folder, we can get rid of it, yes.
