We should use the account order as defined by the global account manager, now that it supports account ordering instead of a chat specific system.

User impact of this change (for release notes or update documentation):
With this change we no longer honor a custom account order set for chat accounts. We do not try to migrate this old order to the global account order in Thunderbird. Anyone that still wishes to order their chat accounts can now do so directly in the Thunderbird account manager where you also order all your other accounts.
