Note: Other revisions from this bug load ok - this is the only one that was backed out and relanded, which may be relevant. It might also simply be that it is older than the others, though.

This is because those revisions are connected to a repository with a policy that is not set to "public" (Elm). I'm not sure if was intentional or not. It can be changed if needed.

I am not sure. Those changes look like they are from a previous project. Our current work on Elm is not private or security sensitive.
