Update to tzdata2021a2, which is a custom ICU tzdata update which includes all changes from the official IANA release tzdata2021d, but excludes the time zone merging from tzdata2021d.

tzdata2021e is already out (https://mm.icann.org/pipermail/tz-announce/2021-October/000069.html), but the corresponding icu-data update hasn't yet been created (https://unicode-org.atlassian.net/browse/ICU-21811).
