We've got lots of WPT .ini annotations that have conditionals that involve webrender, which is now our only supported configuration.
Filing this bug to simplify some of those (and to remove them outright where possible).

This annotation file doesn't have any annotations for its own test anymore, but
it does include a fuzzy annotation for a different test,
border-image-repeat-round-2.html, probably due to an accidentaly copypaste
human-error.
That test lives in an entirely different directory and has its own dedicated
annotation file, so the mistplaced annotation here is almost certainly inactive
and unneeded.
