If the download button has been removed from the toolbar, there is no user interface to indicate a download has started or to add an aplication for unknown file extension/mimeType.

With the new Downloads panel improvements enabled, the only way to add applications for the file extension/mimeType is to right-click on the Downloads panel(or Library) and select "Always Open Similar Files"
However, if the download button has been removed from the toolbar, there is no way to add application for the file extension/mimeType unless open Library.
The download button can be easily removed from the toolbar, in this case, It would be useful to open a helper dialog or something similar, as in the past.
Steps to reproduce:
- Remove the download button from the toolbar by customizing toolbar.
- click on link https://ftp.mozilla.org/pub/firefox/nightly/2021/10/2021-10-01-09-33-23-mozilla-central/firefox-94.0a1.en-US.win64.zip
Actual Results:
If the download button has been removed from the toolbar, there is no way to add application for the file extension/mimeType unless open Library.
Expected Results:
Even if the download button has been removed, I think user interface(like unknown file extension/mimeType helper dialog) should be provided, so that I can add application for the extension/mimeTyme easily.

This ties in with bug 1747343, as there is currently no option to "always ask" for unknown file types. For each new file type it's necessary to download an example (somewhere), select "Always open similar files", then go to preferences and select "always ask". This not very discoverable(*) check box is the only way to add a new file type.
(*) only found by reading this bug report.
